2016 Master Plan for Downtown Birmingham Written in 1996.
To read the 200 page plan Click here
Found this while trolling on the the internet while looking for Planning Board agendas.
After clicking on the above link you can scroll down through the 192 pages. As documents go this one is a crude copy on an old pdf file. Photographs are dark to the point of non recognition and tables were copied vertically rather than horizontally. The only way to get around that (aside from turning your computer sideways) is to print the tables of interest.
Still the 2016 Downtown Master Plan is a current topic of conversation and one supposes that more than a few Birmingham residents have not laid eyes on the document provided below. One of the authors of the Plan, Andres Duany was in town in a May and gave a presentation at the Baldwin Library. The Video of the presntation is provided here two posts, back in our catch up of summer Baldwin Library Board meetings.

City Commission Goals for 2014-2015 devoid of Public Input. City to seek expensive alternatives and answers elsewhere.
0f note is"
investigate community performance measurement programs in an
effort to continually measure and improve our service delivery.. What a lot of
nonsense. Service Delivery? To who? By whom? It seems our City Commission
is always looking for answers everywhere but where their constituents reside.
The citizen survey of 2011 was not for the benefit City residents of The Price tag was $10,000 plus. The question were determined by Commissioner McClure and City Manager Cravens sans any other input from other City commissioners (who simply were asked to approve the final draft) or the public. The less than 30% response was then touted as the will of the people and used to justify legislation various commissioners wanted to pursue.
Government by survey has been utilizes by more than a few municipalities as way of getting a desired response while bypassing the electoral process. The trick is in how the question is phrased. Positive consequences of an action are stressed and the negative ones ignored.
Less threatening but rather absurd is the proposed renewal order of the 4000 City Welcome Brochure which cost about a dollar each and were presumably intended to be "promoting the services of our department."
At what department would that be ? Since the annual move in rate in our City (of 3500) less is than 100 a year how many of the old brochures produced in 2013 still remain ?
City's Public Safety Department contributes to a successful dream cruise.

Clive Cussler novel and Secrets of Sociable GA highlight Baldwin New Titles 9/02/2014.
The Eye of Heaven by Clive
Cussler: Baffin Island: Husband-and-wife team Sami and
Remi Fargo are on a climate-control expedition in the Arctic, when to their
astoni
shment they discover a Viking ship in the ice, perfectly preserved - and
filled with pre-Columbian artifacts from Mexico. How can that be? As they
plunge into their research, tantalizing clues about a link between the Vikings
and the legendary Toltec feathered serpent god Quetzalcoatl - and a fabled
object known as the Eye of Heaven - begin to emerge. But so do many dangerous
people. Soon the Fargos find themselves on the run through jungles, temples,
and secret tombs, caught between treasure hunters, crime cartels, and those
with a far more personal motivation for stopping them. At the end of the road
will be the solution to a thousand-year-old mystery-or death.Check availability
Eyes Only by Fern Michaels: Lush, exclusive Spyder Island is home to
many of the world's billionaires. Years ago, Gretchen Spyder, daughter of the
island's namesake, gave her twin babies up for legal adoption. Now Gretchen and
her father are trying to get them back. The twins' adoptive parents are a
loving but poor couple, completely outgunned by the Spyders' wealth. Their only
hope lies with Myra Rutledge and her formidable Sisterhood, who are as ready as
ever to fight the good fight. But nestled among the lavish mansions and
immaculate landscaping of Spyder Island is a sinister enemy. And in a case
that's far more twisted than it first appeared, the ingenuity, courage, and
friendship of the Sisterhood will be tested as never before.Check Availability
Personal by Lee Child: Someone has taken a shot at the president
of France in the City of Light. The bullet was American. The distance between
the gunman and the target was exceptional. How many snipers can shoot from
three-quarters of a mile with total confidence? Very few, but John Kott - an
American marksman gone bad - is one of them. And after fifteen years in prison,
he's out, unaccounted for, and likely drawing a bead on a G-8 summit packed
with enough world leaders to tempt any assassin.
If anyone can stop Kott, it's the man who beat him before: Reacher. And though he'd rather work alone, Reacher is teamed with Casey Nice, a rookie analyst who keeps her cool with Zoloft. But they're facing a rough road, full of ruthless mobsters, Serbian thugs, close calls, double-crosses--and no backup if they're caught. All the while Reacher can't stop thinking about the woman he once failed to save. But he won't let that that happen again. Not this time. Not Nice.Check Availability

Melanie calls him, terrified, he goes to her aid in the small Georgia town of
Sociable. What he finds is a scared young woman in the grip of what she insists
is a paranormal nightmare - and murder. Two local men have been killed under
mysterious circumstances. And Melanie is the prime suspect. Trinity Nichols
left a high-stress job for quiet, small-town life. But news of the murders has
left her - and the town - on edge, especially when there is nothing remotely
ordinary about how the men died. And her investigation is yielding more than
she bargained for, including a group of strangers who have descended on
Sociable, some with abilities Trinity finds hard to believe, and agendas she
refuses to trust. For some reason, they know a lot more than they should about
what's happening in town. And what's happening is growing stranger by the
minute. Now Trinity, Deacon, and this odd band of FBI agents must work together
to solve a series of disturbances so incredible that Trinity, and the town of
Sociable, will be changed forever. She just isn't certain who - or what - will
be left standing when it's all over.Check Availability
